UBEC reviews PPP framework to boost basic education delivery, ,

The Universal Basic Education Commission, UBEC, has reaffirmed its commitment to strengthening partnerships with public agencies and private entities.

This, the commission said, is aimed at fulfilling its mandate of ensuring that all Nigerian children of school age have access to quality basic education, irrespective of their socio-economic background.

The executive secretary of the commission, Aisha Garba, who disclosed this, has directed a review of the Public–Private Engagement and Partnerships, PPEP, framework, in line with ongoing reforms within the commission.

Speaking to journalists on Wednesday, a UBEC official, David Apeh, said that in recognition of the pivotal role of strategic partnerships in driving educational reform, the commission is proposing the development of a robust framework for PPEP.

Apeh explained that the initiative is intended to institutionalise partnerships and provide clear, actionable guidelines for engaging relevant government agencies and a wide range of stakeholders.

In her remarks, UBEC Executive Secretary Aisha Garba pledged to improve the delivery of basic education in Nigeria, stressing that education is a universal right. She expressed concern over the country’s high number of out-of-school children, currently estimated at 17 million.

She highlighted challenges such as low learning outcomes, poor completion rates and limited access to higher education, citing alarming statistics.

“My vision to address these issues are by increasing access, improving quality, and creating safe, conducive learning environments.

“We need partnership with stakeholders, including state governments, development partners, and community leaders, to expand education access, reduce out-of-school numbers, and optimise UBEC matching grants,” she said.
