That is how I think I can best describe the working week ending today. Just imagine! The week opened with news of terrorists killing three officers of the Federal Road Safety Commission in Kebbi State. Down in Delta State, soldiers and policemen clashed with youths in Emede community in Isoko South Local Government Area of the state, and by the time what went up came down, people had been killed with houses razed. <\/p>\n<p>The following day, 50 elders of Zamfara State got kidnapped in an ironical twist. Irony, because the 50 elders of\u00a0 Magamin Diddi village in the Magami\/Faru ward of Maradun Local Government, Zamfara State decided to embark on a mission to broker peace with a notorious gang leader who has been terrorising the area. Unfortunately, another terror kingpin, called Jammo, opted to abduct the missionaries of peace. Meanwhile, 416 captives of Ngoshe regained freedom after a rescue operation. 11 more of them also regained freedom.<\/p>\n<p>But Wednesday\u2019s event sent more shock waves across the nation. Terrorists attacked a school in Iluke Bunu in Kabba\/Bunu Local Government Area of the state, and when the tally was taken, the vice principal of the school had been killed alongside two others. It could have been worse if the DPO in charge of the area had not been proactive. It was another sad day in Nigeria, which further depressed the government\u2019s efforts in securing lives and property of the peoples under its care.<\/p>\n<p>The repeated attacks by terrorists keeps fueling conversations everywhere \u2014 in buses, at newsstands, drinking joints, or anywhere two or three people gather. One question that keeps coming up in these discussions is: What else can we do that we have not done?<\/p>\n<p>Let\u2019s start with government. We all know, worldwide, that governments are powerful institutions. Governments running the affairs of a state are supposed to have exclusive use of the power of coercion, including the use of armed force. That is why countries have armed forces on land (Army), in the air (Air Force), and on water (Navy). Recent Nigerian experience, and by recent I mean nearly 20 years, indicate that non-state actors have competed and are still competing effectively with our government on\u00a0 whose firepower has greater reach and wider influence. Nevertheless, it still befuddles the mind how the government of a country that rescued Liberia and Sierra Leone from insurgent instability, and extraordinarily rendered Nnamdi Kanu from Kenya back to Nigeria to face trial is finding it extremely difficult to deal with the Boko Haram insurgency and the spate of kidnap attacks and herdsmen bloodbaths.\u00a0<\/p>\n<p>It makes one ask again: Are we doing all we should? Are we using all resources available? One mind-boggling aspect of the kidnap business is the ease with which ransom is demanded, paid, and received, while using mobile lines. What happened to tracking? Every smart phone can be used to track the location of a call, using Google Earth, Google Location Services, and scores of other location apps available on the internet. That is why the question is germaine: Are we using all available resources?\u00a0 The US\/Israel-Iran conflict saw technology playing a major role in the attacks. Cyber warfare dominated the conflict as targeted assassinations were made possible by state-of-the-art telecommunications and informatics technology. I know where we are regarding technology, but we are not so backward we can\u2019t integrate location software into the battle against terrorists and bandits. Or are we?<\/p>\n<p>Which brings me again to the words ascribed to late General Sani Abacha, our former Head of State and maximum ruler. He was once said to have remarked that if insurgency lasts more than 24 hours, then people in authority know about it. He may be right, afterall. We have heard many stories, in beer parlours, inside molue buses, wherever people gather that troops on the trail of bandits have received orders to hold or pull back from their positions. In addition, those negotiating ransom with kidnappers have been suspected of benefiting from the ransom. <\/p>\n<p>So, we have created a cyclical industry in which people get kidnapped, ransom is demanded, negotiators are involved, ransom is paid, captives are released, and everyone is smiling, until the next kidnap. Of course, people have been arrested and tried for colluding with bandits. Even in areas where terror attacks are pronounced, people have been apprehended for being informants to terrorists, suppliers to terrorists, and women for being their paramours. There are parents who know that some of their children are into bad acts; yet they have kept mum. <\/p>\n<p>Remember the case of the Sarkin Fulani in Ijebu-Ode, Ogun State? He knew his son was into kidnapping. Indeed, the son had been prosecuted and jailed for kidnapping, but after coming out, the dog went back to its vomit. The father is now in trouble when a bag used to load ransom money was found in his house. So, are we helping ourselves? To rout terrorists from our lands, we must do more than we are doing at the moment. As the Ooni Ife said, we can burrow into the recesses of our culture for solutions. That is one way. Afenifere has asked residents of the South-West region to mobilise for self-defence. That is another way. Will these work? One thing is clear: we must find sustainable solutions to this problem as we cannot continue to hope the problem will solve itself.
